South Dakota State Library
Annual Report FY97

The State Library is the state's information center facilitating the cost effective collection and efficient delivery of needed information (in usable format) to state government, the state's citizens directly or through local public libraries, schools or other educational institutions. (Mission Statement)In pursuit of this mission, the State Library:
- Responded to nearly 550 information requests for specific items per day. There are additional requests for assistance from school and public librarians and their trustees and city/county/school administrators, special education teachers, parents, SDLN questions and meeting room scheduling.
- Circulated 94,300 books and copied 11,230 articles for interlibrary loan in FY97.
- Provided training:
- To 17 public librarians from 15 communities through the annual two-week Public Library Training Institute held in Aberdeen at NSU.
- To public and school librarians and their trustees and administrators in groups or individually.
- Circulated 105,960 braille and talking books to the 5,265 South Dakotans who are visually impaired or who for other reasons cannot use a standard printed book or magazine.
- In addition; to the circulation of materials, the Braille and Talking Book Library:
- Continues to provide key leadership to the South Dakota Classroom Braillists Association. Together they are developing a braille competency test which would be required of any individual producing daily work in braille for a student of teaching a student to read/write braille.
- South Dakota temporarily became the North Dakota Talking Book Machine Lending Agency during the flood in Grand Forks.
- A new automated library system for the Braille and Talking Book library was installed at the end of the fiscal year. Keystone replaces a 15 year old READS system.
- New recording equipment was installed at the Federal Prison Camp in Yankton improving the quality and quantity of talking book production.
- Booked 4,325 film/videos for circulation from the state's film/video library. At the end of the year, the collection moved back to the State Library building. Booking of film/video use continues to be part of the State Library's circulation program. Inmates continue to circulate, ship, shelve and maintain the collection.
- Created and distributed the 1995-96 Supplement to the South Dakota Film/Video Library Catalog.
- Provided $164,000 in Library Service and Construction Act Grants for construction and technology to Moody County Public Library, Brookings Public Library, Viborg Public Library and Tripp County.
- Gathered library and citizen input into the long-range planning for the new federal library funding program, Library Services and Technology Act (LSTA) by conducting five focus groups meetings around South Dakota. High priority themes for improving library service in South Dakota were membership in the South Dakota Library Network, continued interlibrary cooperation and resource sharing, encourage reading among all age groups (especially develop better library services for children), training for librarians to improve their ability to provide information at the local level.
- Developed activities in partnership or cooperation with other agencies and organizations:
- The State Library continues its contract with MINITEX for the following library services:
- Resource sharing. South Dakota libraries* agree to determine that South Dakota's own resources have been exhausted and that the bibliographic request has been verified before forwarding requests to MINTEX. MINITEX, in turn, agrees to provide book and other printed materials of photocopies thereof via interlibrary loan. MINITEX also manages a tri-state document delivery system which includes overnight courier delivery to/from over 100 libraries in the region.
- OCLC Services. MINITEX is the agent for South Dakota libraries for access to OCLC.
- MULS Union List of Serials. MINITEX agrees to maintain the South Dakota Union List of Serials in MULS from data provided by South Dakota libraries. There are 144,500 titles in MULS identifying holdings in more than 200 libraries.
- Workshops and Training. MINITEX agrees to conduct workshop and training sessions for designated reference, cataloging and interlibrary loan librarians relating to MINITEX services.
- Cooperative Purchasing. MINITEX makes available access to selected library products for which group discounts have been negotiated. Examples vary from barcode labels to IAC full-text document delivery contracts.
- In FY97 South Dakota participated in all the services listed above. Libraries borrowed 20,000 items through MINITEX and loaned 5,200 items to MINITEX libraries. The State Librarian represents South Dakota libraries on the MINITEX Advisory Council.
- State Arts Council
- State Library and State Arts Council continued a long-standing program to promote the use of artists in local library programming - Solo Artist in Libraries (SAIL). This year the following libraries participated:

Bennett County Library - State Library staff have been working cooperatively with staff from Office of the Arts to identify, preview, select, order and process new curriculum support materials which link art with other curriculum areas.
- The State Library and State Arts Council are working on a new SDLN database that lists upcoming art events statewide. Local arts coordinators will be sending information about upcoming events to their local library. This information will be added to a SDLN database called "Arts Council" using the MARC Editor and a standardized workform developed by librarians and staff from the Office of the Arts.
- A fall Strategic Fundraising Workshop was co-hosted by the Arts Council.
- State Library and State Arts Council continued a long-standing program to promote the use of artists in local library programming - Solo Artist in Libraries (SAIL). This year the following libraries participated:
- Department of Environment and Natural Resources
The Missouri River Project, a cooperative project with DENR designed to collect and organize information about the Missouri River is ongoing. Project staff have identified a core of materials and created extensive annotations to be included in the project. State Library staff provide the cataloging and classification of these materials -- making them retrievable via the South Dakota Library Network (SDLN). - South Dakota Library Network
State Library provided group training in the remote use of SDLN and its interlibrary loan module at several statewide conferences, did training in regional groups and individually. - Libraries Online!
South Dakota has received a second grant. It added Cheyenne River Community College to the 23 participating libraries and provided training for all participants. - Retired Senior Volunteer Program
The First Annual RSVP Recognition Supper was held Oct. 22, 1996. There were over 100 people in attendance. Braille and Talking Book staff were instrumental in the formation of the Pierre RSVP program and continue to provide leadership. - Comprehensive School Health
State Library staff worked cooperatively with staff from Comprehensive Health Education to identify, preview, select, order and process new curriculum support materials for AIDS and STD education.
The State Library assisted with the distribution of the video Porch Light.
- South Dakota Literacy Council
The Literacy Resource Center was one of the partners in the successful family literacy grant of $195,000. The Literacy Resource Center Mid-West Hub was successful in receiving continued funding for the technology project. This funding will allow for another round of training at Kent State plus a grant of $4,000 for local training. - South Dakota Library Association
State Library and SDLA co-hosted an informational booth and storytelling event at the South Dakota State Fair. - Rawlins (Pierre) Public Library
State Library and Rawlins Library co-sponsored a library technology open house for the community of Pierre and Ft Pierre.
- The State Library continues its contract with MINITEX for the following library services:
* South Dakota State Library designates 30 libraries as direct access nodes which means they may make requests directly to MINITEX when they have determined that South Dakota sources have been exhausted. All other requests are forwarded from the State Library to MINITEX.
