South Dakota Titles to Go, provided by OverDrive and facilitated by the state library, gives participating public library patrons the ability to check out a variety of audiobooks and ebooks to their personal device. Titles are automatically returned when due.
Participating libraries sign participation agreements with OverDrive, which manages all billing and financial aspects directly with the participating library.
List of Member Libraries
Access to the South Dakota Titles To Go library collection is granted to users through their own local libraries. If your local library is a member of the South Dakota Titles To Go consortium, your local library card will give you access.
Each participating public library pays a single annual fee based on population service area (from the most recent ILMS data.). Subscription term is January 1 - December 31. Libraries may sign up anytime. Libraries will "go live" approximately four weeks from sign-up.
The annual fee will be pro-rated if a library joins mid cycle.

Collection Funding:
The South Dakota Titles To Go annual fee includes a platform fee and a content (ebooks and audiobooks) fee.
Individual titles are purchased using the participation fees allocated towards titles. Prices are set by the publisher and vary widely. Ebook prices are usually significantly less than audiobooks. Titles purchased are available to all participating libraries.
Overdrive Advantage:
Gives libraries the ability to offer popular title exclusively for their patrons. OverDrive Advantage libraries can purchase additional copies of popular titles that are already in the shared collection, as well as titles that are not yet available. There is also a one-time setup fee. Please contact Overdrive's SD Titles To Go account manager for more information.
Advantage Plus:
Allows one to share some or all of the library's Advantage content with the consortium. Which titles that are shared depends upon the settings chosen by the individual Advantage library; libraries must set up Advantage Plus plans in Overdrive Marketplace to share titles. Note that when an eligible title is shared, all copies of the title will be included.
- Shared titles will still belong to the Advantage member. Users of any library in the shared collection can borrow or place holds on these titles, but Advantage users will have priority for holds.
- Titles with active checkouts or holds can be shared if the Advantage Plus plan allows it.
- All reports will show that the shared titles belong to the Advantage member.

The South Dakota State Library is excited to announce a Reciprocal Lending Agreement (RLA) between the South Titles To Go (SDTTG) eBook Consortium, the Black Hills Digital Library Consortium and Siouxland Libraries, powered by OverDrive. This innovative partnership, launching Feb. 9, 2026, will broaden access to digital materials for library patrons across the state.
The RLA allows cardholders from participating libraries to borrow eBooks and audiobooks from other libraries within the agreement.
Key Benefits of the RLA:
- Expanded Access: Patrons gain access to thousands of additional digital titles from partner libraries.
- No Additional Cost: Libraries incur no extra fees beyond their current OverDrive agreements.
- Community Impact: Increased circulation and resource sharing strengthen library services statewide.
How It Works:
Patrons will use the Libby app to add participating libraries as “visitors,†enabling them to browse and borrow from partner collections. Libraries will provide guidance and marketing to ensure a smooth transition for users.

What does it cost to participate in the RLA?
There is no additional cost for libraries with Overdrive collections to participate.
If my library doesn't have Overdrive, can we still participate?
Public libraries without Overdrive collections cannot participate, but are encouraged to join an existing Overdrive Consortium.
How will we keep up with hold requests if we share our materials with other libraries?
Home patrons will have holds prioritized. Visitor patrons cannot place holds on or borrow titles that are:
- Metered Access by checkout, Metered Access concurrent use, Metered Access by the earlier of time or checkout, Cost Per Circ lending model, Lucky Day, Simultaneous Use content, Streaming media in the Cost Per Circ lending model
- Visitor patrons will have access to all one copy/one user and Metered Access by Time titles
How can I see stats for items other libraries are using?
In Marketplace, most reports will differentiate visitor activity by providing search criteria for RLA system (to narrow results by digital collection) and User status (to narrow results by "Visitor" or "Home"), and a column on details-level for User status.
You will not have insights into other library's holdings/what your patrons check out there.
You will be able to see what library branch a visitor is from, not just the consortium
Titles from one library will not appear in another library's ILS. (Example Siouxland's titles will not appear in Rapid City Public Library's catalog).
Do we have to share our Advantage titles?
No. Advantage titles may not be shared with other RLA libraries.
What will tech support look like?
Visitor patrons having issues should be directed to their home library for help.
When submitting a help ticket to Marketplace support, they will need to know we are part of an RLA.
If you merge a patron library card, their holds/titles do not get carried over to the other library.
Can schools use this via Public Library Connect?
No, schools won't be able to access other libraries via Public Library Connect (PLC)
At least one staff member from each participating library should be added to the South Dakota Titles To Go listserv, where concerns, announcements and general information about the Consortium are shared. Additional staff members from each library are also encouraged to join.
